I'm so sorry for you. I'd go mental if someone did that to my laundry. The other annoying (!) things are nothing compared to that. To start with I hate it when someone touches my laundry and I fail to see a point in throwing someones laundry out of the window. Yes, I suppose you broke the rules a bit but the response was just crazy. Disgusting behavior! If you ever catch the villain you're allowed to kick them for me too.
Even though I don't (usually) think violence is the answer.
